Governments need to form pro-active plans to act in the best interests of their citizens, not merely for profit, but for the health and welfare of future generations.

"I respectfully submit that Steven Harper needs to know that he's not being well served by some of those around him - which is putting Canada in peril.
"The greatest threat to Canada's National Security in its entire history is slowly emerging thanks to the systemic conflict of interest, collusion and corruption that continues unchecked within elements of Industry Canada, Health Canada's Radiation Protection Branch, provincial governments, the wireless and telecommunications industries, the Canadian Wireless and Telecommunications Agency (CWTA) and electric utilities across the country. All of the above are aggressively and stubbornly promoting a national electric power grid utilizing wireless radio technology! As a retired Canadian Armed Forces captain who specialized in Electronic Warfare (EW) and Signals Intelligence (SIGINT) for most of my 26-year career, I can say without fear of contradiction that no communication system on Earth is more defenseless against or more vulnerable to attack than is a wireless radio system. Some recent U.S. pronouncements supporting my contention follow (The reader must note that the U.S. too is experiencing the same challenges of conflicts of interest/collusion/corruption with respect to the inappropriate use of wireless technology in their national electric power grid as is Canada):

This is the report prescribed. If requested by employer, please complete this report as it appears.
"Submit directly to employer. Do not submit to WorkSafeBC.
"This report should be completed by the injured worker if fit to do so. It can be completed by another individual for signature by the injured worker."

This Resolution is another very important document addressing pulsed, short, strong spikes like those emitted by the 'smart' transmitters being put on our homes and businesses.
Scientists keep issuing warnings to governments, but in BC and elsewhere, most of our leaders, Public Health Officers and Centres for Disease Control have been unwilling to listen.
To raise public awareness, this information needs to be given to every government official, and election candidate, and handed out in flyers.
The international congress "Radar, radiofrequency and health risk" was held on April 20th, 2013 in Potenza Picena, Macerata, Italy. There are several scientific findings regarding the radar placed in Potenza Picena:

It is important to respond to the FBC position on an 'opt-out' provision. I would argue that given the significant change in technology proposed in this application and the inherent health risks to any customer as developed in evidence to date, that, for the likely thousands of opponents and concerned customers of record, fair consideration must be made available. FBC suggest eventual termination of service to 'punish' what would likely be deep and rooted personal health concerns for most of those customers. There must be consideration by the BCUC to not force compliance and cause hardship and personal discomfort for those who do not want RF exposure. In this, I believe and would argue that any costs associated with the refusal of an RF device or insisting on an RF disabled device, costs should be for account of the project, not the affected customer. In bringing forward new, risk-bearing technology, FBC must be prepared to absorb the costs of the transition where customer's lives are being affected over a 20 year period. I would suggest and argue in the public interest, the BCUC should pursue a non-discriminatory opt-out practice, with full and non-restrictive interpretation, as noted in Section 59 of the Utilities Commission Act where it is stated, "Discrimination in rates: 59 (1) A public utility must not make, demand or receive (a) an unjust, unreasonable, unduly discriminatory or unduly preferential rate for a service provided by it in British Columbia". While it is desireable not to unbalance rates to customers who do not opt-out, the scope and risks posed by the conversion to RF demand a better solution than eventual disconnection of a customer when that customer is in direct fear and under threat for their personal health and well-being. In that, the project costs should accommodate each complainant.
"We are faced with a situation where in subscribing to our electrical utility company, and there is no alternative to FortisBC Inc. for our service, we will be compelled to put ourselves in harm's way in order to have electrical service. As a free citizen in Canada, I should have the right to obtain electrical service without potential health risks, no matter how small. There are proven alternatives available such as PLC data distribution that contain no risk, yet provide an AMI solution meeting any requirements of the Clean Energy Act in British Columbia. I should note that the unproven nature of an RF solution was just recently highlighted in the BCUC considerations and amendments of the CPCN application timetable April 22, 2013, to permit submissions regarding the just released International Agency for Research on Cancer (IARC) 462 page monograph relating to its designation of RF radiation as a possible cancer agent.
"There is clearly much yet to be learned about RF impacts and I submit and argue that this is not the time for FortisBC to experiment with their customer base by proliferating risky RF devices, but rather it should be the time for FortisBC to take the lead in championing no-risk devices to their customer base and re-submitting their application with a non-RF solution. I would further encourage the BCUC to find similarly and not be a party to the proliferation of potentially harmful devices."

" . . . Public opinion received by the BCUC on the issue of smart meters is overwhelmingly against their installation. The NCGPCA maintains that any decision by the BCUC that ignores public opinion with regard to AMI project 3698682 is therefore a decision that is not in the public interest and is instead a decision in the proponent's interest.
"BCUC decision-making must to be able to stand up to critical scrutiny, to be rational, to be moral, to be supported by evidence and to be in accordance with some principles that can be defended. A decision forcing FortisBC customers to accept smart meters against their express wishes is neither rational nor moral and cannot be defended.
"The Canadian public has long suspected that decisions made by government regulatory agencies are biased in favour of project proponents from the outset and that these agencies merely act as rubber stamps in granting the proponent's wishes. The BCUC must be seen as listening to the voices of the people. . . .
"The Nelson Creston Green Party Constituency Association does not support FortisBC's application for a Certificate of Public Convenience for its Advanced Metering Project in its current form."

"Given British Columbia's current political and province-wide electric utility realities (referring to BC Hydro's all but completed smart meter roll-out), I cannot imagine a more difficult or awkward predicament for any utility commission to be in than that which BCUC now finds itself, as you prepare to make your decision on Fortis BC's application to roll out its AMI/wireless smart meter-based meshed-grid networks throughout its jurisdiction. For that reason, it is my earnest hope that BCUC does have the authority to render its own decision - independent of government interference - and that your members, collectively, have the integrity, personal strength and moral turpitude to make your ultimate decision based solely on independent, science-based evidence, not on the artful misinformation, disinformation and untruths which Fortis and Exponent have carefully crafted for you. . . .

In this paper I have provided BCUC with unassailable evidence dating back more than 50 years showing that the militaries have long known of the dangers of chronic exposures to low-level, non-thermal pulsed microwave radiation. I have also provided ample evidence to easily refute Dr. Bailey's disingenuous contention that there is no such thing as EHS (electromagnetic hypersensitivity). I have also provided numerous examples showing that for more than 30 years, various U.S. federal agencies have reported - or tried to report - that chronic, pulsed, low-level, non-thermal microwave radiation is very dangerous, some say extremely dangerous, only to have governments - up to and including President George W. Bush's White House - quash their findings to protect the U.S. military, the telecom, wireless and electric power industries' commercial interests. . . .
"Because it is your responsibility to ensure utilities provide customers with safe technology, BCUC have no choice but to deny Fortis' application. You are the absolute last bastion of defense for Fortis' customers; you simply must protect them . . .
Letter to BC resident from NDP in response to specific request for information related to BC Hydro's smart meter rollout
" . . . However, in fact the NDP has been very vocal in its criticisms and opposition to the current "smart" meter program imposed by the BC Liberal government via BC Hydro. This is NOT something we support. Our concerns about the side effects of high-intensity radiation emissions on our health, the loss of decent-paying jobs for meter-readers, the huge expense with likely no rate of return for our public utility, the contracting out of the installation to a private US firm and the concerns over the agenda of various powerful corporate interests backing the Liberals apparently promoting the privatization and multinational corporate take-over of BC Hydro by forcing it into bankruptcy have not been addressed by the government.
"Since so many of these meters have already been installed, we have promoted an opt-out plan for anyone who does not want a "smart" meter. This will include anyone who already has had one installed.
"On March 13 of this year, John Horgan, NDP MLA and Energy Critic, presented a petition in the Legislature of 0ver 30,000 names calling for a moratorium on "smart" meter installation until the above concerns can be addressed. He confirmed to the crowd on the Legislature steps that the BC NDP supports opt-out choice of a hard wired meter, which would include those who already have a "smart" meter and want it removed. . . .
Letter from Jerry Flynn re need to address wireless issues in Canada
"Here is an enormous, truly national issue deserving of your immediate attention - both as leader of the Liberal Party of Canada and as the father of two young children. In the attached report, which I authored, I have documented irrefutable evidence of the corruption and collusion that exists - and has for decades - within the Radiation Protection Branch of Health Canada which continues to put at serious risk the health and lives of Canadians in every province and territory of this country. Because of this corruption, all Canadians - including you and your family - are 10,000 times LESS protected from toxic pulsed radio/microwave radiation than those living in Austria, who enjoy the world's lowest (i.e., safest) "Exposure Limits." Contrary to what Health Canada says on their website, Canada has virtually the highest, i.e., most dangerous radiation "Exposure Limits" in the world! Even Canada's internationally-respected National Research Council felt obliged to state in 2010: "Many Canadians are being exposed to dangerous levels of radiation" and concluded that "a new biologically-based guideline is needed, instead of the dangerous, outdated thermal guidelines." And nothing has changed to date! You may know that in May 2011, the World Health Organization (WHO) classified EMR (regardless of source) a 2B ("Possible") carcinogen. Some of the more common EMR-emitting devices are: Smart Meters, smart phones, cordless phones, Wi-Fi routers, laptops, tablets, baby monitors, etc. - most of which operate on the same frequency as does a microwave oven! . . .

My hope is that you will grasp the urgency and enormity of this matter and that you and your party will make a concerted effort to bring it to the attention of all members of the House of Commons. Not only is EMR/EMF pollution a growing national issue In Canada, it truly is rapidly becoming a global health/environmental issue - as can be seen from my report! Only naked greed is driving this push for everything to be 'wireless,' when there are perfectly safe, proven, far more secure and far more robust technologies available, such as fiber optic cable. If not stopped, this has the potential to become one of - if not - THE worst case of genocide in human history!"
